It's like a star dust effect and I have honestly never see anything like this. It seems to go from the middle out to the rim and it is on reverse and obverse. What is it and what causes it? Please

Metal flow lines, I think it is called a star burst effect.

The reverse reminds me of a feeder finger polishing the die. Note how the design looks smaller on the torch areas.
