Large Cents To Lincolns: How Do TPGs Treat Spots On Coppers?

Spots: a lot like zits, always bad, with size and location aggravating or mitigating. We've all seen them. Some of us even have them. And there is no drugstore remedy or hormonal change to improve matters. Like a leopard, a coin cannot change its spots, and coppers are particularly afflicted.
A spot can take on a life of its own. I few years ago, When I was starting out, I really wanted a Half Cent. It was old, an unusual denomination, and mintages in the 40 and 50 thousand range were really sexy compared to 20th Century rarities.
So, I bought an attractively colored 1854 chocolate brown MS63, selecting the grade largely because it cost 50% more for an MS64, and this one looked almost as good. Save for a spot about one third the size of, and adjacent to a point of, star 12. I figured that I could get used to the spot and it would be no more noticeable than background noise.
Of course I was wrong. The spot has grown over the years. For a long time it has been the first thing I look at, just to see if it is as bad as I remember. It never is, but it doesn't matter. It has a magnetic attraction for my eye. If I had just been patient, the right one would have come along, but I wanted it now.
The converse can be true. Small spots in non-focal areas can stay small. As part of building an attractively toned collection of Lincoln Wheat Cents I recently purchased a very attractively toned 1924-D in MS63BN. With most series, I tend to view a really attractive MS63 as a serendipity.
Wondering why it didn't grade higher, I examined under 5X and saw numerous small spots in a darker toned area at the top of the reverse. They are not eye grabbing, and they saved me a lot of money (I think) on a tough date.
And, just now I looked at a MS62 1914-D. The front looks fine, but the reverse is spot city. Virtually uncountable. (I am thinking of finding an AG3 as a protest to mint state specimens costing more than I can afford).
So, a long-winded introduction to a simple question: What do TPGs do with spots? Almost nothing like poor strikes? They can have a significant impact on eye appeal. Are spots something the TPGs account for?

There is no formula, it's all about how badly the spots affect the eye appeal. It's that simple!
