I would call this one a VF30. There is a little too much wear on the talons and hairlines for EF in my opinion. Very beautiful coin though. I think this coin has been cleaned in the past but has mostly retoned. Keep in mind that most of these have had a cleaning at one time or another, so this is not surprising.
