Is this a legit set? I see the certificates don't seem right.

It's a legit set.
Certificates don't matter.
Like the'76 Olympic coins these are so plentiful they are destined to be worth melt value only.
My bullion guy buys them, dumps the coins in a bucket and chucks the packaging.
He may keep one or two intact for sale at the flea market.
Says he could sell me me sixty coins today for $33.50 each
"Dipping" is not considered cleaning...

Years ago he tried selling empty packaging and COAs on ebay.
Didn't do well.
