It's a paper pull. Most likely, post-BEP. A paper pull typically occurs when tape is removed - pulling off the top layer of the paper, as shown below.

Agreed with Steve. PMG or PCGS. PCGS in my opinion is also a bit more conservative on mid grade notes. Just MO.
