Hm, interesting one. If it is in fact raised like you say, maybe a partial clash mark, the rest of which was polished off by mint workers?

If it is raised, then it is an alteration of the die. If it is incuse, it is coin damage. So the die may have been scratched/gouged/dented and that could occur.
