@peter, I'm seeing a whole bunch of these things for sale (obviously with different recipients) on ebay, vcoins, and elsewhere. Here is a link to one being sold by cbg.fr, with a recipient having the same first name!
These seem to be medals given out annually by the French Chemical Union, so Simone Rolla would have been the awardee for 1969. According to their website at uic.fr, it "is the sector's spokesperson with national and European public authorities and international bodies. It defines common positions and actions, identifies the axes of a proactive and responsible industrial policy."
I'm thinking that this specific medal is no longer being awarded, having been replaced by the Franklin-Lavoisier Prize in 2008:
