Washington Quarter 2002-D Ohio OBV Over Struck With Taft Image & Name.

Was recently made aware by a neighbor that he had, as he called it, an odd looking coin. 2002-D Washington quarter Ohio. He sent me pictures which shows the observe with the image of Washington and the image of William H. Taft embedded underneath it. Also, embedded under "United States of America" is "William H. Taft 1909-13."
I have been collecting since 1956 and I have never seen such. I have attached two (2) pictures. Can anyone give me some information on this quarter and how to proceed with it.

It's a sticker/ink that's worn off a bit.

That is an aftermarket quarter. You can buy them on ebay.
As Numisma stated, they are a sticker that is put over an
existing quarters with different designs and sold as souvenirs.
In this case the sticker has started to wear off.
Remove the rest of the sticker and you will have a perfectly good quarter.
