On the reverse there is a straight line all the way through 'of ' and thru the memorial building ,. On the front , below Lincolns tie , it looks to be feathers like you would see on the wounded eagle dollars in 2000 , I know that's not it , or maybe a torch of a dime
A mule is when the obverse of one coin is paired with the reverse of another coin. Your cent shows no indication of that. Both sides are normal for a 1986 cent. That line you see is a linear plating bubble, common on zinc coins.
