Added for history while I can still use the photo: I have not seen this before so interesting to me.
Why was it cut? It has taken a step towards exonumia. Very fortunate is the fact, that it still has catalog references. My postulation is it may have been used as a coin weight.
It will find it's place in the numismatic market, cat ref 's will help.
