Looks like a strike issue rather than wear...maybe tilted die? Notice the incomplete rim on the lower right obverse causing the mushy 21...even the ST of TRVST is slightly affected and corresponding reverse Legend is soft because of lack of metal flow but has a deep rim.
The upper obverse is strong and the lower reverse is really strong...looks like you could pluck those rays below DOLLAR like a harp! The Eagles feet have almost full definition.
The obvious hit on her cheek and a couple on the Eagle...but no noticeable ones in the open field areas.
21's where not known to be luster bombs...but people tried to make them look like them.
Take a look at Great Collections offerings for 21's...there's a NGC62 right now...has a couple of light ticks...but turns me off with all the milk spots.
IDK...I'm thinking yours is at least a 58?
