This is correct, only a designation given to business strikes.
PL= Prooflike
DMPL= Deep Mirror Proof Like

Proofs cannot get this designation because, well, they are proofs! Not prooflike

PCGS: FR02
NGC: FA02 / FAIR 02

PCGS/NGC: MS64FB
ANACS: MS64FSB

PCGS: MS64FS
NGC: MS64 5FS / MS64 6FS
