Appears to be a somewhat common '64 Memorial cent in low AU state. Worth one cent--possibly two or three if someone wanted one badly as a hole filler.

That's what the mint says is the cost to make copper cents.
Go ahead and try to sell it to anyone for that price .

3.1 cents is a 1964's cent's metal value per today's copper prices. The mint's expenses (if they were still making largely copper cents) would be on top of that. I've had buyers of cents in bulk pay me the metal value.
