 To CCF , Try weighing it . I'm sure a 40% would be different than a clad .

I dont see a Denver mint mark, so I say no. And now it has finger prints on it

if it's been silver plated I don't see how it could confirm it. Also I don't think with the tolerance and wear the weight could be conclusive either.
the edge itself doesn't look like a 40% silver clad should. I feel like it might have been plated some time ago and used in some sort of jewelry maybe.

If you have 100% genuine coin, compare the "ping" of that coin to the "ping" of this one. It is IMPOSSIBLE to fake the resonance frequency of a coin, unless the metal composition is EXACTLY the same. I am using the "Bullion Test" app for that.

Looking at the tissue test I say no again. Was this a 2 ply tissue? If so you really only want to use 1 ply of the tissue. You can separate them

Not ideal way to hold coin that way, and I think the best way is to bring it to a coin shop that has a Sigma metal detector, and ask if they would check it out. It could be plated as suggested, and do the ping test to hear the difference, it should sound different.
