Plucked two of these out of a shop's "bargain" bin today. They appear to be miniatures of this gigantic 90 mm wide issue:

Each is just over 35 mm in diameter, but their respective luster and weights suggest they are of differing compositions. The photos here are of the heftier of the pair at 19.95 grams. According to this webpage, it's most likely silver plated bronze as was the full sized type:

The other comes in at just 17.43 grams. Both came in lovely little cardboard cartons. I've so far been unable to find anything out about the lighter version.

If you have a lighter one that's similar in color, odds are it's "white metal" or a zinc alloy of some sort. That was popular for inexpensive commemorative medals made in Europe around and during WWI.
