I received two Marsh-Billings-Rockefeller National Historical Park quarters today and noticed one of them looked frosted. Both of the are Philly's. So there is no difference there. You have a look-see and thell me I am nuts.

Hi and Welcome!
I have been learning about the cameo affect/effect on coins for a bit and have a link to a site that you can view some other coins with cameos.
They are a really peculiar bunch. Most should be what is called a proof coin. That would be a specially made coin, top quality!
Then there are coins that can become cameo with toning of age. The patina that coin collectors know to value.
Then I have seen some other coins listed and sold for quite large amounts and these too are cameo coins.
I seem to learn from viewing examples of what I am trying to figure out.

I hope this was helpful!!

mps
