Given the soft (low resolution?) photos, the dime appears to have a high degree of environmental damage, not to mention circulation wear (dings, hits, etc.).
The technical term is: Gunk. Environmental build-up of dirt and "stuff" combined with post mint damage ( PMD) and you have your coin. Not a mint error, sorry. Keep searching!
