Not British - with the Fleur de Lys design I would suspect French. From the fact that the legend is the same both sides and the crudeness of the manufacture, it may be a token. What is the size and metal?

@wael, this is an interesting piece in that it is quite odd that both sides are the same. I'm pretty sure that the inscription is GLA IN EXCEL DO such as in this Kreuzer from Strasbourg:
