The area in question commonly shows weakness like this because of the depth of Lincoln's shoulder and chest. If the dies are out of adjustment the metal of the planchet flows into the deep obverse device and can leave this area of the reverse shallow and weak.

It may also be that the die was grease filled, but I don't see any of the hazy effect usually seen in the fields on this type of error,
