black beauty are for nicels but I dont remember what this error is and since its black I just wet with it better pics coming when I get off work

No error here, just environmental tarnishing/staining/toning (take your pick). It didn't leave the mint looking like this. Post mint damage.   to the CCF!

thats what confuses me how is it environmental damage when it was in the middle of a sealed loomis roll in a sealed box of loomis rolls and all rolls were 2021d I just cant wrap my head around it

Loomis is not the mint. Bank rolls are just circulated coins that are repackaged for reliable transportation and quantifying.

Correct, "Loomis" is just a company that rolls coins for the bank (not "bank sealed"). And now your coin has finger prints, probably from your handling it. Environmental damage can come from a wide variety of sources, anything from exposure to cigarette smoke to outdoor smog. Maybe someone spilled coffee on it? The cause is unknown, the bottom line is still the quarter has been damaged from some sort of environment or harsh chemical exposure, proof is on the surface of the coin. As I said, this coin did not leave the mint discoloured like this. no mint error.

the one I'm holding is just a uc from the same roll the one with damage is in a flip I use cotton gloves when I first sort them even tho its not special I'm still amused with it and shall call it george and add it to my collection lol thanks for everyone's help

It does look like the improper annealing errors I have seen for newer quarters. I vote that it is a legit improperly annealed planchet, but pictures of the rim would help to confirm that.
