It looks too well struck to be a thin planchet

It's outside the tolerance hence it's either thin or less dense since the error is not with the scale.

Considering it's worn it may have been struck within tolerance.
Did you check foreign coins struck by the mint that year which may fit the bill?
Otherwise no TPG will certify it given the wear, and without certification, what is it worth? It would an interesting keeper for you, that's it.

DBM, I have thousands of coins that are worn and 100% worst and they are all within the tolerance expected.
John 100 implied that it was struck too good to be thin so it's attributes can be clearly seen hence putting to bed the "Worn Theory".
If it is not too worn to justify a .1 grams drop outside of the lowest normal weight and it is struck well then it could be;
1. Too thin
2. Too light
Either or both.
All still Mint Errors and have some value.

It could have been from a planchet struck from either 25c stock (normally 5.05 g) rolled too thin, or even from 5c stock (4.54 g) rolled too thick. You are smack in the middle.

I also have seen other denominations from 1969 struck on thin planchets, so it's plausible. But, while scarce, to an error collector these have only moderate appeal and value.
