Environmental toning/damage. Maybe a once buried coin, cup holder coin, ashtray coin?

Copper(I) oxide or cuprous oxide, also known as Red copper oxide.
Copper (II) or or cupric oxide oxide is black.
Copper(II) carbonate or cupric carbonate is the green blue color of the statue of liberty. it also manifest this color as Copper (II) carbonate hydroxide.

ahhh forget it, someone must of colored it so they could have a "red cent".

It's a common form of toning on circulated coins.
