This penny came from a lot I found in ebay. The initial purchase was not for this coin but ounce in hand, I got questions about it.

A large portion on the reverse is cover by a kind of snowflakes. Depending on the angle, they are less or not visible. Some of them are found too on the obverse in a smaller proportion.

It was label PL on the 2x2 and it's really not a circulation strike. Is this coin are affected by an environmental condition or stike through something (grease, water, small brush wires or something else)?

Looks kind of like lacquer that had something stuck to it an peeled off. Or maybe stored in some kind of fluffy case and got environmental damage. Kind of like early 70's RCM products.

Try a long soak in acetone.
