If you're confident with NGC grading it's not a bad price nor a bargain.
The last PCGS MS65RB sold for US$2160
"Dipping" is not considered cleaning...

Real pretty one to boot. As for the comment regarding NGC grading, I don't trust them for US, I'd trust them less for Canada. Personally, I don't buy US NGC w/o CAC or having seen it in hand, and don't buy world without wings.
