I'm not sure what you would call this an error I would think. I'm guessing some kind of retaining ring or something that would hold the planchet flat during the strike.i new and just trying to learn. So what really happened to this coin ? Ty for all your help

That is called a " Ridge Ring" caused by a Deteriorating Die, not uncommon.
Also suggest that you check out some websites on how coins are produced
and on what constitutes an error.
This can help you in future to determine what has happened to a coin.
