I looked this coin up on ebay using the sold filter the forum told me to use and thought the wear on it was odd and just so happens a coin community link for a page dedicated to this coin popped up. It had a guide on grading terms and I was really surprised at the meaning of the grade values!
I thought it would be in the worst category as it looks like someone has furiously rubbed the centre of the 25 Cent side and left the rest of it alone.

I don't think that coin is gradeable. It looks like it has been intentionally worn down.
Maybe someone was trying to create a Lowball coin.
