Yes that's the start to a nice lamination. If you look closely, it goes all the way across the bust.

Looks like a nice lamination flaw to me.

It is a delamination with missing part after the strike. This delamination it is at the end of the planchet delamination.

I am curious to know what premium is ask for this coin?

Considering the condition of the coin and that it is a minor Lam, perhaps a couple of bucks at most.

Decent lamination. A crazed Wheat cent lamination collector might pay $1.50 to $2.50 for it.
