I am trying to locate (in wildwinds) the city/country that produced the most two headed coins. Can anyone help to point me in the right direction?

In reality, probably China. Seriously though, my guess is Greece, but it's just a guess.

Well if you are talking about strictly Ancients, you have to first distinguish between two living people as heads of the coins or Gods. Some Gods like Serapis clearly don't look like people but below Roma and Senate on a coin you are looking at can look almost like actual people.

Now for actual Roman coins, there are famous examples. The early coins of Rome there are quite a few, and Augustus's provincials as well. After that they are really hit and miss. Aurelianus and Vabalathus for example.

What kind of thing are you looking for in terms of "two headed coins"? Some places (notably Byzantium, but also e.g. Istros) made coins with two (or more) heads on the same side.

EDIT: if you want to ID a particular coin, start a separate thread. This one is confusing.
