Machine Doubling and damaged mintmark punch damage. The striation lines are from the MD. The extra waves in the lower loop are from the Mintmark punch damage. No RPM. But the die state of the die that struck your coin is enough to save this coin. It is an earlier die state coin. Note the fields and the devices, how fresh they are. That is the real gem on this coin.
