These would be manufacturing faults rather than errors. The streaky lines are from inconsistencies in the metal preparation before the striking, and the split has occurred on a lamination fault. Milled coinage was still relatively new at this point in in history, so there tend to be lots of faults in the production - previously posted cracked and gouged dies are also part of this area. It is only really an error when something like a spelling mistake or mixed dies occur.
