when I see surfaces like this across the devices it reminds me of coin I used to find on a hard surface like cement where the abrasions occurred when the coin was slid across it. since I would consider this PMD I have to go with net G details

The center of the coin is weakly struck. Looking at the shield detail, vine and boldness of the lettering around the edges I'd be at F-15 possibly VF-20. That rim would be well worn into the lettering on a G-4 coin.
