I bought the following CSA note with a net grade due to small internal tears. The tears are easily visible, even when not holding the note up to a light source (I've noted them with a small red circle). There is also a large pinhole in the left signature which is not noted. I bought this note even with a net grade because, overall, it has decent color and appearance, it's a scarcer plate letter for T-22 according to the Fricke guide, and the price was very reasonable. My question is this - I have a couple other CSA notes which, when I hold them up to light, I see comparable small internal tears and/or pinholes, but none of the others are net graded nor have any comments on the PMG/PCGS holders. Is this an oversight on the TPG grading, or are there criteria on "how bad" the tears and/or pinholes are before they draw a net grade? While I've been a coin collector since the '60's, I'm a newbie when it comes to currency, so thank you very much in advance for any feedback!

It is an oversight only for notes graded VF 25 and higher. So VF 25 and higher notes with small internal tears or multiple pinholes should be noted on the holder. However notes that grade VF 20 or lower have an assumed level of faults. Meaning you won't see the comments unless they are more egregious. It's fairly common to find notes in VG or Fine with pinholes or 1 or 2 small tears and no comments mentioned. VF 20 is kind of a wild card where it is sometimes mentioned. However higher grades like EF it is always mentioned unless it's an oversight.

Thanks for the information, that's helpful. I'll have to go back and look at those notes again and compare with their respective grades. It's very possible they were VF20 or maybe a bit lower.
