Getting That 1979 Clear S To Fill A Hole. LMC.

Living on the left coast of Florida, we encounter few "S" coins.
In my attempt to fill the hole for 1979 Clear S LMC, I ventured to my favorite LCS. I was presented with 2 1979 proof sets. One was all filled "S". The second was all filled "S" except for the cent.
The only clear S in the mint set was the cent.

Is that a common occurrence? I would think that the entire set would be clear S.
Paid $8 for the set so you know.
My main reason for the trip was to get my weekly junk silver.

My 81 sets are mixed type 1 and type 2. I don't think it's rare.
