Rubbed with mercury.
Never do this yourself, the mercury can get through your skin, and into your bloodstream.

@apex, first welcome to CCF. Second, regardless of whether this is mercury or silver paint, your coin looks neat. Unfortunately, it is only worth face value.

I don't think that mercury will adhere to copper like it does to gold and silver. But I think that someone just placed the cent down and spray painted it with silver paint. getting the obverse and edge.
