It is a marketing play by the TPGs. When they receive monster boxes for grading, they can say this box came from Philly or from San Fran or whatnot and add it to the label as such. Othewrwise they are just bullion with no mint mark.

As for "emergency" I also believe that is marketing. I'm assuming demand is so high for '21 Type I that they cannot produce enough at West Point to meet demand, so they employ other mint locations to help close the gap. I'd have a hard time justifying that as an "emergency", but whatever. Marketers will be marketers.
