Just slight Machine Doubling on the outside edges of the devices. (That is where Machine Doubling is created on devices)

These DDO's related to thickness are fun to find but super tricky. It turns out you have to see a lot of coins for that design to identify what is outside tolerance for normal thickening. Possibly you can study the different classes of doubling, with an emphasis on Class VI and IX, where doubling can present as thickening without notching. http://www.error-ref.com/doubled-dies/

When looking for DDOs ask if what presents as doubling can actually happen, understanding the classes helps. For me, tilted doubling is hard as well, especially adjacent to the rim.

Also, your photos if representative of your coin observing microscope or glass, your lighting is coming strong from the right or from 12 or above the coin, this causes the inside of the devices to reflect light, and this can create an illusion for some that there is a DDO.

The reverse looks off to me. I am not good with Memorial cents but it looks doubled from the pictures given. Still learning here.
