I recently purchased a 1899 O Morgan dollar and it looks like there is a repunched "O" maybe.... but I also read that there was 1900 O morgans that were punched with O over CC when the mint was closed in Carson city. Is it possible that this is a o over cc?

Your pic is not focused and not closeup enough to the mint mark to study. Often clear magnified pics are needed to identify varieties and errors. There is a coin photography forum here to help decide what cameras to use and methods for good closup pics. There are businesses that will take closeup pics for you. Looks like a partial O or C to the right of the actual O. It could just be PMD post mint damage scratch/dent, someone trying to fake a O/O/CC, a listed or not listed variety. Pics of the whole coin, both sides would also help. Go to VAMWORLD and check the listings for the 1899 O. There is a 1899 O/O listed but no pic of mint mark. VAMWORLD listings are very helpful but not complete descriptions. Yes there are 1900 O/CC Morgans.
