This is a cool item, but sadly, the C/S isn't full. IMHO, this piece can likely be attributed. Doing so would, IMHO, assuredly enhance its value.
Checking my Brunk book, I don't find this piece listed. Note that Brunk not only listed counterstamps according to the issuer's name but also by geographical location. It's quite possible that this is a unique counterstamp. However, being unique is by no means unusual.
Attributing this c/s could take many hours of research. The good part is that you have the location AND the likely era, being mid to late 1890's or perhaps beyond. Fortunately, there are websites that offer searchable San Francisco City directories. In this case, methinks, patent searches are useless because we lack a date and don't know if a patent was even approved. As patent stamps go, this is a fairly large one and oval-shaped. It reminds me of ones I have that were utilized by a carriage maker and coffee pot manufacturer, respectively.
Some directory search engines permit partial word searches, so using one of them would be a logical starting point. Here's one of my favorite websites as such, offering an 1895 S.F. directory ....
