1951 NGC $1 MS 63 Graded But No Designation

I have that coin for at least 10 years now.Probably longer.
Please help to decide 2 things:
1 Is it ARN or SWL
2 would it be advisable to break out and send to ICCS to hopefully
get a 64?

I'm seeing 2 1/2 waterlines, making it an arnprior to me.. I suppose you can also call it 3 swl's..


Assuming the scratches on the reverse are on the holder.
I would venture ms 64 easily..

I doubt ICCS will be a more lenient grader than NGC, but please do report back if you do get it re-graded.
