No, it is not a Doubled Die.
And Doubled Dies are Varieties, not Errors.

On the DDO, the devices are even larger. See the side by side with a normal die and one of the DDO's that year:
1982-Lincoln-Cent.-Is-This-A-Double-Die-Error?
While your coin is a large cent, it is not a DDO.

Note the space on the LIB area. The 'I' barely fits into that area.

It is called Ridge Ring. It is die break down. No premium for this as it happens a lot on the 1980's zincolns. happens to all this designs dies as they age during that time period.
