Found I quarter hunting today, wanted to know if it is within mint tolerance or just a spender.

What makes you think it is Broadstruck, is it larger than a normal quarter?
Also not sure what you mean by mint tolerance, it is either Broadstruck or not.

The rim is alot thicker on one half of the coin and thin on the other

That has just been struck slightly off centre.
Not off enough to make any difference in value.

FYI
A Broadstruck coin is one that is struck out of collar .

Ya just read an article about broad strike coins, not this lol. Sorry had a mis understanding about what a broad stuck coin was. Apparently fairly rare to find
