I'm wondering if anyone has seen a penny with an x on the obverse and reverse made at the mint because the xs are raised so an employee scratched the working die and I think it was because V. D. B. Is on the reverse.

How about a picture? Threads started with someone's interpretation of what they see, but without clear photos, almost never seem to go anywhere productive.

Looks like the coin is in a 2x2 holder? If so remove it and take better in focus photos. As of now it looks like scratches on the coin.PMD.

It is in a holder and no way can that be Post mint, you can clearly see that this was done by an employee because the anvil die is scratched from rim to rim, causing the hammer die to to strike and the planchet fills that empty space and be raised. I guess V. D. B on the reverse is from PMD?

I agree with John1. PMD. Pictures are fuzzy, but those look cuts with a bur rolled up where the metal was displaced to the side and up. Knives tend to do that. It's just like pulling a plow across afield. A trench is made, but the displaced dirt has to go somewhere. If it doesn't come off as a shaving, it will exist as a bur until something else, such as wear, knocks it off. I used to have to deal with that on aluminum plates I was engraving for corrosion tests.

I see something on the coin. It looks like a piece of it is missing, under the N in cent. And I don't see V.D.B. on this coin

Yes sorry but definitely not done during the minting process. This is damage.

Damage intentionally added after it was mints, therefore it's post mint damage.
