This isn't the 'spitting eagle.' It looks like a contact mark or circulation damage. The term 'Spitting Eagle' was coined to help sell Washington quarters that have a clash mark under the eagle's beak from reverse die contact with the obverse die showing the line of Washington's neck. The clash mark should be slightly curved as seen in this clash overlay.

That looks like PMD to me.
I like that small die crack linking the S of pluribus to the wing elbow ?
I bet it runs down the wing quite a ways.
