i have noticed them on on shiny new cents do they effect the grade and can they be removed w/ acetone?

I have noticed that when I clean a coin that has finger prints on it I can never get rid of them without ruining the coin because the print is "etched"into the metal and yes prints negatively affect the grade and eye appeal.

Check Thad's threads regarding this and other issues with cleaning without altering the cent. In my experience, I shy away from cents with finger prints. To me it means the coin has probably been altered at some point. Even if it has been "cleaned" using the correct means and not damaging it, it was def handled wrongly and has a huge affect on the grade or value of the coin.

Before you send them off to the big money tin in the sky, give the acetone a try. If the finger print is recent, it will come off no problem.
