It's not a genuine US note - the printing is too crude, and the back with the large Xs on it implies it's based on the back design of a $10 or $20, rather than a $3. It does, however, look very similar to this advertising note sold on Heritage in 2011, only without the black issuer's overprint. Don't say "infinitely" when you mean "very"; otherwise, you'll have no word left when you want to talk about something really infinite. - C. S. Lewis

Everything about shouts FAKE. It's like they didn't even try to make it look real with the cartoonish portrait and solid red seal.

The red seal on the Heritage note says "Novelty Ad Co. Pub. Pe...", which is presumably the name of the printer of the blank forms of these advertising notes. On the OP's note, that's solid - as if someone's gone and filled in the "fake words" with red ink. Perhaps someone got a hold of a blank advertising note, and tried to pass it as real? We may be seeing the origin of the expression "phony as a three dollar bill".
You'll also note that the "serial number" is the same - "37963" - even though the printing is different (the OP's note has a space and comma after the "37").
