It looks like environmental damage of some sort.

It certainly didn't look like like that when the coin was struck.
Some sort of post minting environmental damage.

Looks like a well-circulated quarter with environmental damage--perhaps spent a little time in a fountain or pond at one point, or at the bottom of a moist cupholder. Perhaps even exposed briefly to flood waters, where one side was more exposed than the other.

The pitting on the obverse suggests that it was partially submerged for some time, as others suggested

The missing edge reeding is due to excessive wear which could have been a slot machine coin at one time, the color and the grainy texture as it's mentioned is most likely due to have been a metal detector coin and had been buried in ground for quite sometimes.

I agree with all of the above. I also think this may have been a metal detector find. Spend it.
