I'm definitely not an expert, but going by the crown and name (written sideways on the right of the obverse) it looks like Khusro II. The coin looks a bit strange, maybe clipped. It's quite light. It could even be an Umayyad drachm (which copied Khrusro II).
I think the mint may be ST (Istakhr). The clipping is likely to a later Islamic dirham standard. Here is an unclipped example from the British Museum collection: https://www.britishmuseum.org/colle...1981-0109-26
