What is this pre-1980's Rat tails? Those are the best I can do for whole coin shots, yeah I need a new microscope. Thanks for looking!

Vending machine maybe ? I really dont know .. the tails flow the same way.

No telling what happened to the devices on this coin but they are pretty cool looking no doubt. Whatever happened to them was not during the minting process. This definitely happened after the coin was struck and after it left the mint. Maybe it was a coin machine......... no one will ever know. Lots of weird things happen to coins after the mint.
