US Classic Commemoratives, Missed Thematic Opportunity?

I wonder why the Committee in charge of the Classic Commemoratives did not decide in favor of a themed series of half dollars.
For instance, why not commemorate the centennial of each state? That would have made for a nice series. Instead, we now have a hodgepodge of events, places, and other things that are commemorated all over the calendar.

There was never a committee in charge of deciding the themes for the coins of the classic US commemorative series - each coin had its own sponsor and its issue (or rejection) was determined by Congress.

That said, you might be interested in the following:

- What If? 1960's Statehood Half Dollar Series

Interesting to see the big difference in mindset between now and 100 years ago.
Clearly, commemorative style circulating coins are a big thing these days while 100 years ago it was like cursing in the church.
