The obverse looks like it has been scraped harshly across a rough surface, face down. (A floor find would explain that.) IMHO, it is a details coin, but not ED. I see it snagging a 98 code, damage. The damage seems to be more dominant than the ED or cleaning.

The reverse is interesting. There is very little wear or loss of detail on the ribbon and lower wreath, but the upper wreath and shield lacks detail. The lower obverse shows some flattening, especially on the truncation of the bust. I wonder if this flatness is because of a hard contact (ball peen hammer?), as much as wear?

Overall, it looks sort of EF-ish details. Certainly can't beat the price, though!
